Court: False bid estimates may run afoul of False Claims Act

The U.S. Court of Appeals for the 9th Circuit has determined that companies making estimates that they know to be unrealistic while bidding for contracts may be held liable under the False Claims Act. The case involves a company that allegedly underbid on purpose to increase its chances of being picked for a government contract.
