Fuel dealers would need bonds or other securities under N.H. bill

A New Hampshire state senator has proposed legislation that would require fuel companies to obtain surety bonds or provide other types of financial assurance to guarantee pre-buy contracts for heating oil. "The present situation is too risky for consumers," according to one official. Representatives of the fuel industry say the bill would hinder pre-buy contracts.
