Obama urges Congress to tie college affordability to federal aid

In his State of the Union address Tuesday, President Barack Obama called on Congress to ensure the affordability and value of higher education by limiting education-spending cuts. The president also called on colleges and universities to keep costs and tuition low, and urged lawmakers "to change the Higher Education Act so that affordability and value are included in determining which colleges receive certain types of federal aid."
