Insurers seek to shift ACA cost to states

Insurers are looking for ways to shift the burden of the tax included in the Patient Protection and Affordable Care Act to help fund medical care for the uninsured. Companies that manage Medicaid programs are pushing to shift the cost to taxpayers by including the tax as fees paid from state coffers to insurers.
