Report lists factors for Chesapeake Bay Bridge resurfacing errors

An independent panel released a report outlining a combination of problems that contributed to the cracking in the repaving of the three-lane westbound section of the Chesapeake Bay Bridge. Some of the repairs originally completed in 2002 had to be redone, so the completion date for the project may now change from 2006 to 2007.
