As Citizens sends refunds, private Florida insurers react to reforms

Florida's state-run Citizens Property Insurance has begun sending out refund checks to homeowners who had renewed their windstorm policies, as required under new state insurance reforms. Meanwhile, private insurers are facing an emergency order freezing their rates and preventing policy cancellations for a 90-day period. At least two companies have told agents that they do not plan to write new policies in the state.
