Congressional budget sets up battles; House Iraq debate begins

Congress will present President George W. Bush with a $463.5 billion spending bill that includes increases for veterans' medical services, health care and education as well as a $3.1 billion cut from the president's request for military-construction funds related to base closings overseas. Meanwhile, the House began debate on a resolution challenging the president's decision to send more than 21,000 additional U.S. troops to Iraq.
