Houston businesses ask for delay on pollution crackdown

Business leaders in the Houston area have asked the City Council to delay action on proposals making it easier for the city to penalize companies that cause air pollution. The leaders estimated they could come back in three weeks to discuss proposals, but the request drew skepticism from members of the council and communities that have the most serious pollution problems.
