Arizona considers statewide guest worker program

Tired of waiting on Washington to fix the foreign labor temporary-visa program, a bipartisan coalition of Arizona lawmakers is pushing a bill to bring guest workers into the state. The proposal would give state ID cards, valid for two years, to guest workers who pass criminal background checks. If passed, the Arizona law would still require Congressional approval.
