Cruise lines face allegations of colluding on surcharges

A complaint that is seeking class-action status has named Royal Caribbean Cruises, Carnival and Norwegian Cruise Line, among others, as having allegedly colluded to set fuel surcharges. Some of the cruise lines are already being investigated by the Florida attorney general's office about whether they properly disclosed the surcharges.
