DOT official calls flight caps at JFK short-term fix

DOT General Counsel D.J. Gribbin said hourly flight caps at New York's John F. Kennedy International Airport are a short-term remedy for excessive flight delays. He also said the DOT and airlines must address "mid-term capacity issues confronting our aviation system, and noted that changing the way aviation is funded is necessary to easing congestion in the long term.
