Major publicly traded oil companies have suffered lower earnings in large part because the cost of developing projects is rising. Ambition outpacing technology is to blame, particularly in areas like the Arctic, Steve LeVine writes. The temporary effect is a shift to easier fields, such as shale, but LeVine says the next big technological breakthrough is just a matter of time.
