Study: National high school graduation rate remains flat

The Manhattan Institute for Policy Research's latest annual study of public high school graduation rates found the national graduation rate fell from 72% in 1991 to 71% in 2002. The percentage of students who left high school prepared for college rose from 25% to 34% during the same period, the report said.
