Opinion: Medicaid revisions are sneaky, mean-spirited

Regulatory Medicaid changes that will save the federal government some $635 million annually but will force schools to pay for more special-education services out of their own pockets are shortsighted, writes Bakersfield Californian columnist Lois Henry. Under IDEA, schools still must provide most such services even as many states and boards attempt to trim their own budgets.
