EPA greenhouse-gas ruling could affect power plants

With Congress failing to make progress in greenhouse-gas regulations, the Environmental Protection Agency is pursuing its own rules. The agency is considering whether burning natural gas to generate power represents a means of reducing greenhouse gases. If it does, this column argues, power companies that are developing coal-burning plants may have to rethink their plans.
