Hawaii considers plan to limit leaf blowing

Lawmakers in Hawaii are considering a bill that would impose fines from $50 to $500 against anyone who uses a leaf blower that pushes debris onto someone else's property. The measure would also would limit the hours of leaf blowing on most days. The measure has already passed the House Judiciary Committee.
