Building height limits debated in Minnesota

City planners in Stillwater, Minn., are debating new height limits for buildings in the city's downtown in order to preserve views of the St. Croix River and traditional heights of the historic downtown district. Some business owners oppose the plan, however, arguing the limits could hinder some development plans.
