Hawaii proposes legislation to limit leaf-blower use

New legislation proposed in Hawaii would limit the use of leaf blowers. The bill would also ban leaf blowers if the noise level were above 70 decibels. Some landscapers oppose the bill. "A lot of people who are complaining don't realize that there will be repercussions when their association fees go up," said Steve DeWald, owner of Steve's Gardening Service. "It's a double-edged sword."
