A House bill creating the National Insurance Consumer Protection and Regulatory Modernization Act and an associated federal regulator would allow the market to set personal lines rates under guidelines set by the Office of National Insurance. The National Conference of Insurance Legislators has expressed opposition to the bill, saying creation of a federal overseer would threaten jobs and rob states of needed revenue.
