Budget proposal shows GHG reduction is important to White House

President Barack Obama's proposed budget for fiscal 2011 reflects the administration's policy to curb greenhouse-gas emissions, even as cap-and-trade legislation remains stalled in the Senate. Among the provisions in the budget are $39 billion in tax hikes for petroleum companies, $36 billion in additional loan guarantees for nuclear energy and an estimated $1.4 billion to help developing countries fight the effects of global warming.
