Fiduciary backer departs as head of Senate panel

Sen. Jon Tester, D-Mont., an energetic supporter of a fiduciary duty for stockbrokers, has left as chairman of the Senate Subcommittee on Securities, Insurance and Investment to become chairman of the Senate Indian Affairs Committee. Tester has said adoption of a fiduciary rule by the Securities and Exchange Commission should be a priority "because it is a benefit to investors."
