British working group proposes new framework for diplomas

Mike Tomlinson, former chief inspector of schools, today will announce a new diploma plan that may eventually replace GCSE and A-level exams for 14- through 19-year-olds. Tomlinson, who headed a government review of the 14-19 phase of education, hopes the proposed system will restore higher standards of literacy and numeracy to the curriculum.
