Feds tell California to toughen criteria for watch list

U.S. Department of Education officials have threatened to withhold aid to the state if California does not tighten up its rules for identifying failing school systems. If the state stopped its practice of exempting low-income districts whose students reached proficiency on an alternate achievement test, 310 more systems could join the 14 districts already on the watch list.
