Plan would allow NYC teachers early retirement with full pension

New York City teachers may be eligible to retire five years earlier than currently permitted, with full pension benefits, under a new plan expected to cost the city $99.2 million annually. City leaders say those expenses will be recouped by replacing these retirees with new teachers who earn much less, although some budget watchdogs are skeptical.
