California Department of Finance Director Mike Genest warned a state Senate committee that unless it gets a budget plan in place, he'll stop $3.7 billion in public works projects. Meanwhile, Gov. Arnold Schwarzenegger said he will send out layoff warning notices to 20,000 state workers today to compensate for the projects being lost. The state would have to pay an extra $300 million to $400 million if the construction projects are stopped and then started again, officials say.
