Minnesota governor proposes incentives for small business

Outgoing Minnesota Gov. Tim Pawlenty this week proposed cutting corporate and small-business taxes as well as offering tax breaks for research, development and start-ups in hopes of creating jobs. Some critics of the plan assert it is easy for Pawlenty to suggest the tax measures because he will not be in office when the bill for them comes due.
