Innovation is thriving in urban hubs such as Montreal, London, San Francisco and Boston, write Bruce Katz and Julie Wagner of the Brookings Metropolitan Policy Program. That's largely due to mayors urging regulation and deploying municipal capital to attract and retain innovative companies. "As this decade unfolds, we should expect more cities to use their powers in the service of this new model of innovative, inclusive, and resilient growth," they write.
