Los Angeles may face water rationing from utility

The L.A. Department of Water and Power proposed water rationing for the country's second-largest city, for the first time since 1991. The utility supplies 3.8 million households and businesses in Los Angeles with water and will impose penalties on customers who exceed their water ration. The proposal, which will be voted on next month, also restricts lawn watering to two days a week.
