Illinois Governor Attempts To Cut Red Tape On Education Funds

Gov. George Ryan on Monday announced a plan to shift nearly $500 million in state education money from grant programs directly to school districts. The new system would favor poorer school districts and would allow greater flexibility in spending, reports say. Ryan did not say which programs he intends to cut.
