Analyst cites flaws in Navy shipbuilding plan

An analyst says the Navy's plan for a 313-ship fleet is "far too ambitious" given fiscal limitations. Robert Work of the Center for Strategic and Budgetary Assessments says the fleet plan also overlooks important factors such as advances in undersea warfare and "major maritime competition with China."
