California board mulls future of Klamath River dams

California's State Water Resources Control Board is considering whether to grant a water-quality certificate for four dams on the Klamath River that are owned by Pacificorp. Delaying the certificate would allow Pacificorp to finalize an agreement with state and federal agencies and other groups that support removing the dams. However, some involved in the process say the agency should instead move forward with plans to clean up water behind the dams.
