Florida city drops proposed water-rate increase of 15% for some users

After a two-hour debate, the city manager for Naples, Fla., withdrew a proposal to increase water rates. The proposal would have raised rates by 15% on the city's highest water users to encourage residents to hook into Naples' new reclaimed-water system. "At some point in time we're going to have to face the realities of mandatory (hookups)," said Councilman John Sorey.
