Payroll-tax bill has measure aimed at reducing layoffs

The payroll-tax-cut bill passed by Congress on Friday includes a measure aimed at reducing layoffs. Instead of letting workers go, companies would be able to reduce their hours and tap into unemployment-insurance funds to help offset the lost salary. The bill also would increase job training and counseling services for the unemployed.
