California Board of Education Caught In Bilingual Schooling Debate

Businessman Ron Unz, author of a 1998 proposition that virtually eliminated bilingual programs, says the state Board of Education is trying to kill his initiative by giving school officials power to refer students to bilingual classes. Bilingual education advocates also have expressed concern, saying the proposed changes would eliminate a provision allowing parents to opt for certain bilingual programs.
