Education Department relaxes testing rules for immigrant students

The U.S. Department of Education yesterday announced new rules exempting students with limited English proficiency from testing during their first year in public school. The new guidelines also will allow LEP students to be counted in the English-language learners subgroup for two years after they have learned the language. The changes are designed to help schools to meet annual performance targets.
