Proposed deal would expand Milwaukee voucher program

Wisconsin Gov. Jim Doyle and state Assembly Speaker John Gard on Friday announced a deal that would expand enrollment in Milwaukee's voucher program by 7,500 students to about 22,500 and would require that all participating schools receive outside accreditation as well as administer standardized tests. While the two leaders are confident the plan will make it through the Legislature, some lawmakers in both parties oppose its financial provisions.
