GAO: HHS needs a strategic plan for health IT

The Government Accountability Office reported to the U.S. Senate that the HHS lacks a coherent plan to achieve the Bush administration's goal of establishing interoperable electronic health records systems by 2014. Some progress has been made, the GAO said, but the HHS needs to develop detailed plans, milestones and performance measures to ensure success.
