Unions call on Texas to shift emphasis from high-stakes testing

Texas' teachers unions have called on a special state committee that includes lawmakers and residents to consider changing Texas' school accountability system, so that more emphasis is put on learning rather than on testing and preparation. "We have a system that has gone astray," said Eric Hartman of the Texas Federation of Teachers. "A system that was originally created to identify problems has turned into something where the measurement tool is an end in itself."
