Former jail chaplain hopes to protect inmates with disabilities

People with autism and other developmental disabilities may need special protection in jail, says Washington parent Beki Hissam, who also worked as a jail chaplain. "These are the most vulnerable people served in the correction facility," she told lawmakers considering a bill to reinstate jail services for people with developmental disabilities.
