Superintendent proposes major reforms for Philadelphia schools

Philadelphia Superintendent Arlene Ackerman this week outlined a controversial $50 million plan that includes closing up to 35 struggling city schools and converting some into charters. Some educators and students said the proposal would merely shift the district's problems to other organizations without solving them.
