EPA prepares to gather public input on regulations, climate rules

The Obama administration is reviewing its regulatory framework, and the Environmental Protection Agency wants public comment on how to see whether its regulations are "outmoded, ineffective, insufficient, or excessively burdensome." The plan could give opponents of the agency's climate rules another venue in which to raise concerns.
