Analysts: Flood-control projects could boost Calif.'s risk exposure

California could face greater risk exposure as it is spending billions on levee projects that drive development in areas that are vulnerable to flooding, according to analysts. "Communities are caught in a vicious circle. To pay for their share of the cost of levee repairs, they need to have growth on the floodplain," said Jeffrey Mount, a professor at the University of California, Davis.
