Wash. city council passes panhandling restrictions

The Kennewick, Wash., City Council has unanimously decided to make panhandling at specific intersections, aggressive solicitation and obstructing pedestrian or automobile traffic a misdemeanor. The measure aims to make panhandling safer by prohibiting it at intersections where there is nowhere for a vehicle to pull over. The rules go into effect next week.
