Agencies still formulating approach to Volcker rule

Speaking before Congress, the heads of the five agencies charged with enforcing the Volcker rule acknowledged that there are gray areas regarding jurisdiction when it comes to interpreting and enforcing the rule banning proprietary trading by banks. Lawmakers repeatedly questioned the regulators about which agency is leading the charge.
