California School District Leads The Way

Carl A. Cohn, superintendent of Long Beach Unified School District, says poverty is no excuse for students' poor performance. Cohn offers pointers on effective teaching methods for so-called problem students, including presenting a united front, making a safe environment and bucking the opposition. His district is one of the most diverse in the country; more than a third of its 97,000 students are English-language learners.
