Steven Sanders, chairman of the state Assembly Education Committee, says there is "irresistible momentum" building to make Mayor Michael R. Bloomberg accountable for schools. United Federation of Teachers chief Randi Weingarten says maintaining some form of a board is important because it serves as a buffer between taxpayers and City Hall. The last mayor to control the BOE was John V. Lindsay from 1966 to 1973.
