Congress re-allocates D-block, provides $7 billion for LTE network

In passing legislation to extend the payroll-tax cut through the rest of this year, Congress has also authorized the re-allocation of the 700 MHz D-block spectrum to emergency responders and has allocated $7 billion to create a dedicated national Long-Term Evolution network. Brett Kilbourne, the Utilities Telecom Council's vice president of government affairs and legislative counsel, says the bill also provides the opportunity for public-private networking partnerships.
