Will NCLB waivers be issued by district?

While Education Secretary Arne Duncan has said he prefers to issue No Child Left Behind waivers by state, there were signs this week that his department could begin working directly with school districts. Duncan said states have until Feb. 28 to apply for waivers from portions of the federal education law -- after which time his department will consider next steps. Of particular concern is that some states, including California and Texas, do not have waivers and are likely to fail to meet No Child Left Behind benchmarks.
