Judge rules against Neb. city's donation-box ordinance

U.S. District Judge John Gerrard has blocked Lincoln, Neb., from enforcing an ordinance that bans for-profit donation boxes for clothing and other items. The City Council had required that at least 80% of proceeds from donation boxes go to charity. Linc-Drop challenged the ordinance, arguing that a ban violates its freedom of speech.
