States grapple with long-term funding for pre-K

An increasing number of states are seeking to make preschool programs part of regular school-funding formulas, as a way to ensure a secure revenue source. Eleven of the 40 states that have publicly funded pre-K programs now fund them this way as opposed to via discrete line items in their budgets, according to this article.
